Comfort Partners provides no-cost weatherization and energy efficiency upgrades to income-qualified households. Since 2001, this NJ energy efficiency program has improved more than 126,000 New Jersey homes.
It’s a partnership between the New Jersey Board of Public Utilities (NJBPU) and participating electric and gas utilities, funded through the Societal Benefits Charge (SBC) — a small fee already included in your monthly utility bill.
If you’re a customer of one of these utility companies in our service area, you’re already contributing:
- South Jersey Gas
- Atlantic City Electric
- PSE&G
- New Jersey Natural Gas
- Jersey Central Power & Light
- Vineland Municipal Utilities

Who Qualifies for the New Jersey Comfort Partners Program?
You may be eligible if:
- Your household income meets program guidelines (see below)
- You have an electric or gas utility account
- Your home is more than 5 years old
- You haven’t used the program in the past 5 years
- You’re a homeowner or a renter (with landlord approval)
- Your home is a single-family house or a building with up to 14 units
Income Guidelines
To qualify, your household income must be at or below 250% of the Federal Poverty Guidelines:

For households with more than 8 members, simply add $264/week, $1,146/month, or $13,750/year per additional person.
Even if your income is above these limits, you may still qualify if you receive:
- Temporary Assistance to Needy Families (TANF)
- Section 8 Housing
- Supplemental Nutrition Assistance Program (SNAP)
- Federal Supplemental Security Income (SSI)
- General Assistance (GA)
